Huntington Ingalls Industries – Mission Technologies is currently seeking a Personnel Recovery (PR) / Casualty Evacuation (CASEVAC) (PR/CASEVAC) Operations Manager to support the United States (U.S.) Africa Command (USAFRICOM). The Operations Manager will work closely with USAFRICOM, its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners with dedicated PR/CASEVAC capabilities. The Operations Manager responsibilities will include being HII’s liaison for Government personnel at deployed locations and serve as the single point of contact for all deployed aircraft operations inclusive of ground operations, managing HII rotating personnel, in-and-out processes of contractor personnel, accountable for all mission planning and reporting and, be the final authority for HII’s approval for mission support. The Operations Manager will work directly with the HII Program Manager to ensure on-time delivery of all tasks and deliverables while complying with remaining within Task Order (TO) scope and within the approved budget.
This is a rotational position and requires travel to support the USAFRICOM AOR to include Manda Bay, Kenya. While in Africa you will work an 84 hour work week.
Essential Job Responsibilities
- Fully support USAFRICOM by supervising and directing the daily activities of the deployed contract team to include operations, maintenance, sustainment, and all life support;
- Manage a deploy team of contractor personnel working directly in support of USAFRICOM and SOCAFRICA with 24 hours a day/7 days a week (24/7) dedicated rotary-wing (RW) and Short Take Off and Landing (STOL) fixed-wing (FW) aircraft, paramedic-level field and in-flight patient care for PR/CASEVAC services based in and operating in high-risk portions of the USAFRICOM Area of Responsibility (AOR);
- Provide overall on-site operational leadership and guidance for all contractor personnel assigned to the TO including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance;
- Serve as the HII’s primary point of contact for all TO related deployed on-site activities and support;
- Manage relationship and expectations of the USAFRICOM client, other industry mission-partners, and all supporting contractor personnel;
- Evaluate progression of project milestones and budget and any necessary TO modifications to ensure mission success, service quality, and schedule / budget compliance;
- Regularly engage with key government client stakeholders;
- Responsible for all TO deliverables from developing mission reports to monthly status reports;
- Other duties as assigned.
Skills and qualifications
- 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
- Five years of experience managing operations, maintenance, and logistics of deployed aircraft.
- Five years of experience managing PR/CASEVAC services.
- Possess current or previous qualifications for weapons.
- Ability to obtain a permit to carry a firearm.
- Must meet medical and dental readiness requirements.
- Clearance: Must be able to obtain and maintain a SECRET clearance
Preferred Requirements
- 3+ years of experience working knowledge of Status of Forces Agreements (SOFA) requirements, DOCPER regulations, and processes within EUCOM / AFRICOM AORs. Similar experience in the CENTCOM AOR will be considered if all other Minimum Qualifications are met.
- Five years’ experience managing PR/CASEVAC services for SOF within the last eight years.
- A current Project Management Professional (PMP) Certification from Project Management Institute (PMI) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
- A thorough understanding of civilian aviation, particularly 14 CFR Part 135 operations.
- Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations;
- Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence;
- Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives;
- Self-motivated, and decisive, with the ability to adapt to change and competing demands.
- Demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management;
- Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities;
- Proven ability to learn, understand and apply new technologies.
